1800 North Replacement Project

NOTICE IS HEREBY GIVEN that the North Davis Sewer District (OWNER) invites and will receive sealed Bids from qualified Contractors as defined in Section 00100 at 4252 West 2200 South, Syracuse, Utah 84075, at or before the hour of 2:00 p.m., local time, on December 2, 2020, for construction of the 1800 North Replacement Project. Bids will be received, and time clock recorded by the OWNER's representative. Bids received after 2:00 pm will be deemed late. Immediately after the Bid closing time, timely Bids will be publicly opened and read aloud.

PLEASE NOTE: DUE TO COVID-19, ADDITIONAL HEALTH AND SAFETY MEASURES ARE REQUIRED. A TEMPERATURE CHECK WILL BE CONDUCTED AT ENTRY AND FACEMASK WILL BE REQUIRED.

  1. The Work includes: Providing all labor, materials, and equipment for the supply, delivery, fabrication, installation, testing, and other materials and services required for the 1800 North Replacement Project. Specific work to be performed includes, but is not limited to:
    1. Open-cut construction of 12-inch PVC and 18-inch and 20-inch diameter FRP gravity sewer in UDOT and public rights-of-way (ROW) and in NDSD easements across private property.
    2. Trenchless installation of 30-inch diameter casing pipe and 18-inch FRP Carrier pipe crossing UTA tracks and UPRR tracks in UDOT ROW. Allowable trenchless installation methods shall be as specified.
    3. Abandon-in-place, removal, and replacement of existing manhole(s) and gravity sewer in public ROW, UDOT ROW, and NDSD easements.
    4. Location, inspection, open-cut construction, and reconnection of existing service laterals to constructed sewers in existing and new alignments.
    5. Cleaning of sewer pipes, manholes, and structures, CCTV inspection, bypass pumping, traffic control, excavation and backfilling, and surface restoration.
    6. Coordination with ROW owners for surface restoration, traffic control, road cut, and encroachment permit(s) and coordination with private property owners for access and maintenance of service. Public ROW includes Clinton City, Sunset City, UTA, UPRR, and UDOT.
  2. The Site of the Work is located in Davis County, Utah. Sanitary sewer pipelines are located within UDOT right-of-way within the Cities of Clinton and Sunset City and public ROW.

Pre-Bid Meeting

A mandatory pre-bid conference will commence at 11 a.m.(delayed from original 10 a.m time) local time on November 10, 2020 online via a virtual Microsoft Teams Meeting. Due to the concurrent executive and public health orders to curb the surge of cases in Utah issued on November 8, 2020 by the governor and Utah Department of Health, the North Davis Sewer District will delay the mandatory Pre-Bid Conference by one (1) hour and will be changing the format to a virtual Microsoft Teams meeting. The Work shall be Substantially Complete within 240 days after the commencement date of the PNTP. The Work shall reach Final Completion within 270 after the PNTP date. Work within UDOT ROW must be complete in accordance with milestone listed in Section 00500.

Bidders requiring clarification or interpretation of the Bidding Documents shall do so in writing to reach the ENGINEER listed above by 5:00 p.m., local time, on November 20, 2020. Questions received after this time and date may not be answered.

Bidders shall guarantee their Bids for a period of 90 Days after Bid opening.

Drawings, Specifications, and available CCTV will be available to Contractors in an electronic format via external hard drives at no charge.

Bids shall be accompanied by a proposal guarantee in the form of a cashier's or a certified check, cash, or Bidder's Bond in an amount not less than 10 percent of the Bid, made payable to or for the benefit of the North Davis Sewer District.

Neither the OWNER nor the ENGINEER has any responsibility for the accuracy, completeness, or sufficiency of any Bid Documents obtained from any source other than the source indicated in these documents. Obtaining these documents from any other source(s) may result in obtaining incomplete and inaccurate information. Bidders are hereby advised that obtaining these documents from any source other than directly from the source listed herein may also result in Bidders' failure to receive addenda, corrections, or other revisions to these documents that may be issued.

Bidders are responsible to identify and use the correct prevailing wage rates, including addenda, as well as the forms needed to comply in effect on the date bids are received.

The OWNER encourages all bidders to consider the utilization of local/small/minority/women-owned/and physically challenged business suppliers, service providers, consultants, and contractors in all of its projects and proclaims its continuing efforts and desires that these businesses be provided the maximum opportunity to participate in the performance of this project.

The OWNER reserves the right to reject any or all bids, to waive any informality in a bid, and to make award to the lowest responsive, responsible bidder, as it may best serve the interest of the OWNER.
